True democracy thrives when power is decentralized. The JKNDP is firmly committed to strengthening Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs). Our policy focuses on devolving **Funds, Functions, and Functionaries** to local bodies, making them true centers of self-governance and local development.
Genuine Financial Autonomy
We will ensure a timely and adequate flow of funds to PRIs and ULBs as recommended by the Finance Commission. Local bodies will be empowered to generate their own revenue and plan their expenditure according to local priorities, ensuring that development is driven by community needs.
Capacity Building and Training
Elected representatives and officials at the local level will be provided with regular training on governance, financial management, and sustainable development practices. This will enhance their ability to deliver public services efficiently and effectively.
Enhancing Public Participation
We will make Gram Sabhas and Ward Sabhas vibrant forums for public debate and decision-making. By promoting social audits and transparent reporting mechanisms, we will ensure that local governments are directly accountable to the people they serve.
